Program of Chinese Government Scholarship Awarded by the Institution

Founded in 1920, Harbin Institute of Technology (hereinafter referred to as HIT), with science, engineering and research as its core, encompassing management and liberal arts, has developed into an open, scientific research and multi-disciplinary nationally famous university. Today, HIT is one of the top nine key universities in China. The HIT faculty has enormous potential numbering over 3,000, including 22 academicians of the Chinese Academy of Sciences and/or the Chinese Academy of Engineering and more than 500 doctoral supervisors. The full-time registered students at HIT numbers over 55,500 and each year we welcome more than 1300 international students to study at HIT. It now has Shenzhen Graduate School and Weihai Branch, totally 78 undergraduate programs, 147 master’s programs, 81 doctoral programs,18 post-doctoral mobile stations,1 post-doctoral working station, 18 national key disciplines, 40 national and provincial(ministerial) key laboratories. HIT boasts of a group of well-experienced faculty and strong scientific research strength. As one of the key universities in China, which enjoys the Chinese Government Scholarship for International students, HIT also offers “HIT Scholarship” for those outstanding young foreign students. HIT is located in Harbin, which is famous for ice lantern and snow sculpture.

Ⅰ.Application

The applicants should send their applications  to the International Student Center (hereinafter referred to as ISC) of HIT before December 20, 2009 , and deadline of recruitment is March 30, 2009.
Ⅱ.Eligibility


1.Applicants must be non-Chinese nationals in good health.
2. Education background required and age limit:
⊙Applicants for undergraduate degree studies must have completed high-school with good grade and be under the age of 25;
⊙Applicants for master degree studies must have bachelor’s degree and be under the age of 35;
⊙Applicants for doctoral degree studies must have master’s degree and be under the age of 40.
3. Excellent results in study.
4. Applicants should have good ability in scientific research.
5. The scholarship is only for the freshman abroad.

Ⅲ.Details of the Scholarship

1. Exempt from registration fee, tuition fee, fee for laboratory experiment, internship fee, fee for basic learning materials and intramural accommodation fee;
2. Per year CNY 600 for outpatient medical service, Comprehensive Medical Insurance and Benefit Plan for each International Student in China;
3. Living allowance and a one-off settlement subsidy; Monthly living allowance is paid to the students by the ISC at the following rates (CNY per month)
⊙Undergraduate students: CNY 1,400 Yuan
⊙Master degree students: CNY 1,700 Yuan
⊙Doctoral degree students: CNY 2,000 Yuan
4. CNY 1,500 of one-off settlement subsidy is for new student after registration.
Complement:
1. The students are required to cover the expenses for experiments or internship, which exceeds the teaching arrangements of HIT.
2. Fees for basic learning materials refer to the necessary textbooks, and other materials should be paid by the individuals. One-time payment of textbook fee is CNY 300 for the student whose courses are conducted in English.
3. The living allowances will be allotted monthly to the students from the time of registration
at the ISC. The new students who register before 15th(15th included) of the registration month will enjoy the whole amount of living allowance of that month; those who register after the 15th will get that of a half month. Graduates will get the living allowances of 15 days from the graduation date set by HIT. The scholarship will be terminated from next month for the students who suspend their studies, quit or graduate from HIT. The students are entitled to living allowance during the vacation period arranged by the university. The students may get refunded when they get back from their trip during the vacation. The living allowances will be stopped for one month for the students who do not register on time without permit from the ISC beforehand, leave with non-health reasons or are absent from the university for over a month.
4. Scholarship students who have to suspend their education for reason of illness should return to their home country for further treatment and rest. The international travel expenses of return and coming back should be shouldered by the students themselves, the scholarship status will be reserved for at most one year, the monthly living allowance will be stopped during the suspension of education and the scholarship status of the students who suspend their education for reasons other than illness will be terminated.
4. The students diagnosed as suffering from diseases that are not permitted to enter China under the Chinese laws and regulations will be required to leave China. The costs of the international trip should be born by themselves.
5. Fee for outpatient medical service refers to the outpatient expense generated in the HIT’s hospital or the hospitals appointed by the ISC. The students should afford a certain percentage of expense in accordance with the ISC’s relevant regulations.
6. Comprehensive Medical Insurance and Benefit Plan for International students in China is insured by China Educational Ministry for the scholarship students in China against diseases and accidents. The institution is entitled to ask for compensation on the payment receipts from the insurance company for the expenses generated from hospitalizing for serious diseases or from accidental injury according to the stipulated insurance articles.

Note: Applicants with no command of Chinese (reach HSK 6) are generally required to take Chinese language courses for 1 year before their major studies, and it also should take remedial Chinese if applicants are non-English native speakers, even the courses are conducted in English.

ⅴ Application materials

The applicants must fill in and provide the following materials truly and correctly (in duplicate).
1. Application Form for Chinese Government Scholarship (printed by CSC), one original and one photocopy, in Chinese or in English.
2. Highest diploma (notarized photocopy). If applicants are university students or already employed, they should also provide documents of being university students or on-post employees. Documents in languages other than Chinese or English must be attached with translations in Chinese or English.
3. Applicants for undergraduate studies are required to provide notarized copy of senior high school transcripts. Applicants for other categories of studies also need to provide relevant notarized transcripts. Transcripts in languages other than Chinese or English must be attached with translations in Chinese or English.
4. A study or research plan in Chinese or in English (no less than 200 words for undergraduates, no less than 400 words for scholars, no less than 500 words for postgraduates).
5. Applicants overseas for master or doctoral degree studies must submit two letters of recommendation in Chinese or English by professors or associate professors.
6. Applicants under the age of 18 should submit the legal documents of their legal guardians in China.
7.Photocopy of Foreigner Physical Examination Form (printed by Chinese quarantine authority and only for those whose period of studies in China lasts up to six months) filled in English. The medical examinations must cover all the items listed in the Foreigner Physical Examination Form. Incomplete records or those without the signature of the attending physician, official stamp of the hospital or a sealed photograph of the applicants are invalid. The medical examination results will be valid for 6 months. All applicants are kindly requested to take this factor into consideration while determining the time to take the medical examination.
The materials mentioned above should be submitted to the ISC of HIT before May 20, 2009 by applicants, and not returned.

ⅶ Approval and Notification

1. HIT will review all the application materials and is authorized to make necessary adjustments on specialties and duration of study. The final decision whether to admit the applicants or not will be made by HIT. The application will be seen as invalid and will not be processed if the applicants are not qualified or the application materials are inconsistent with the recruitment regulations or are incomplete.
2. Applicants are encouraged to contact the School and tutors prior to application and please enclose the relevant admission or recommendation letter if there is.
3. Scholarship applicants accepted by HIT will be officially awarded the Chinese Government Scholarship with endorsement from CSC and submitted to MOEC for the record.
4. Students are not permitted, in principle, to change their specialties, institutions, or the duration of study specified in the Admission Notice after registration.
Overseas applicants for degree programs who are academically ineligible to the program could register as students-on-probation for at most one year. They could be switched to regular ones if they pass the entrance examination or relevant courses required after one-year probation. Credits scored on probation will be included in the total credits. Students who attend Chinese language training courses before major studies must pass the entrance examination or relevant courses required during their Chinese study so that to continue their major studies. Those who fail the required examinations shall end their study and leave for their home country.
5. HIT will send Admission Notice and Visa Application Form for Study In China (JW201) to the relevant dispatching authorities by July 31, so as to have these documents forwarded to the awardees.
